For those of you interested in communications regulations aboard ships (VHF as well as HF), definitive information may be found at the FCC's web site:

http://wireless.fcc.gov/marine/.

The licensing section is valuable, particularly those who cruise overseas (Mexico, Carribean, etc) and use either a fixed installation or handheld unit. Enjoy!
