Thanks Marc , great article A point the author makes need correction though. The author states that both the FCC and USCG regulate the Maritime Mobile service (which covers both VHF and HF maritime communications). My understanding of the responsibilities of the USCG and the FCC is that the FCC has sole resposibility for promulgating regulations based on legislation passed by Congress, and has delegated a measure of enforcement authority to the USCG. The USCG does not have any authority for regulation of Maritime Mobile transmissions. They can however issue citations to operators in cases where the FCC's rules have been violated.
